Barcelona. It lies in a hidden valley in the picturesque Pyrenees
- and is one of the few alpine paradises in the world that is also a tax
haven.What makes Andorra the ultimate personal tax haven in all of Europe
is a splendid combination of features. Take political stability. Andorra
has zero leftist political parties. In fact, it hardly has any government

- One night during our first visit to Andorra, we returned to the
hotel late after dinner. The bar was still open, so we decided we’d have
a nightcap. As the cognac level climbed up my glass, I realized the barman
would continue to pour until I told him to stop. A small thing, but it
seemed to symbolize the country’s hospitable attitude. A few months
of research later, we returned, bought a house in the mountains, and stayed
eight years. Apart from the accommodating barman, why did we choose
to settle in Andorra? Maybe I should begin by explaining where this
place is to be found. The tiny, independent Principality of Andorra
(it has a seat at the U.N.) consists of 188 square miles of mountains,
valleys, forests, and lakes, all shoehorned into the Pyrenees between France
and Spain. The entire country is ringed with mountains.

~ Media reporting of a new EU savings tax directive has left many people
wondering whether European tax havens could soon become obselete. The July
directive requires banks throughout Europe, including low and no tax areas
such as Gibraltar, Monaco, Malta and Andorra, to disclose bank account
owner information to their home country’s tax authority. But Roger Munns,
Managing Director of tax haven property specialists Tribune Properties,
says that some of the reporting has been less than accurate. ‘The
purpose behind this directive is primarily aimed at those who hold illicit
funds, such as drug dealers, who will need to look outside of the European
banking system to place large cash deposits. The main attraction
of Monaco and Andorra is the zero per cent income and inheritance taxes,
and this remains intact and there are no plans whatsoever to change this’.

of hanger-ons. Around Peters lies Horta, a miniature city on the miniature
island of Faial, Azores, Portugal. After spending 3 months on the island
of São Miguel I thought I had the Azores pretty much down pat. Agricultural,
isolated, beautiful nature. I could not imagine that the island of Faial
could be so different. We arrived in Faial in early April and immediately
made a startling discovery: the weather in Horta city is much sunnier than
on the rest of the island – not an obvious fact considering that it’s only
15 kilometers across.

The
Cave Houses Of Southern Spain - Old
cave houses in the Granada countryside can still be found for a relatively
small investment. Last year, old cave houses in need of renovation were
on the market in Granada's pricey Albaycin district for 30,000 to 50,000
euros on small lots with no conventional buildings and no Alhambra views.
For finished cave houses, expect to pay eighty to two-hundred thousand
euros, depending on the adjoining land that goes with the cave, the views,
etc. There are currently cave houses with land advertised for as high as
900,000 euros, with Alhambra views, though we regard this price as extraordinary.
Given the real estate market in Spain, prices will continue to go up. You
can also explore areas such as Guadix and either buy existing cave homes
or buy land and build, with the latter option probably presenting the best
value if you discover a good site.

Paris. Although this does make up the most populous bulk of the country,

for the local Corsican populace to blow it up during the off season.
A few suggestions before embarking on a building project in Corsica would
include: having a Corsican or Italian sounding name - acquiring a good
standing with the local population by helping to “finance” a project of
public interest (something more consequential than a public bench).
